Cooper moves NC into Phase 2.5

BREAKING: Starting Friday, September 4, 2020 @ 5 p.m. North Carolina says playgrounds can reopen, gyms can reopen at 30% capacity and museums can reopen at 50% capacity. Indoor gatherings increased to 25 people; outdoor gatherings increased to 50 people.
